As to White 14, in this case, together with 4, White is low on both sides, and so it is more attractive for him to dodge Black's press at 13. White 22 would normally best be played at o, but because Black has already played 19 here, playing this way is good. In this opening both sides are playing restrained moves and it will likely go to a close endgame.
